As per the new Premier League handbook, clubs will be allowed to name nine substitutes in matchday squads, as per Samuel Luckhurst.

Clubs had been allowed to name nine substitutes in the “project restart” part of the 2019-20 season amid covid fears, and were also able to make five substitutes. This was, to much anger from the likes of Jurgen Klopp and Pep Guardiola, changed back to just three subs last campaign.

In European competitions (The Champions League and the Europa League), Premier League clubs were allowed to make five subs, whilst many of the leagues in Europe persisted with the idea for the 2020-21 campaign.
So far the Bundesliga have announced that they will maintain the five substitutes rule for the upcoming season, but the Premier League is expected to continue with just three.
Boost for big clubs
The news will come as a boost to clubs with bigger squads, such as Manchester City, Manchester United and Chelsea. Although they will still only be able to make three substitutes, they can name more of their star players on the bench at any time.
In turn, this will allow them to react to in-game situations better than smaller sides, who will not have the calibre of player that the bigger sides can call upon.
